Overall, the technical program was infor- mative and representatives from almost every U.S. longwall operation were on hand. The cover story this month on the Tunnel Ridge mine is based on a presentation they delivered. It will put to rest any debate about underground coal miners embracing technology and the future impacts of automation. Coal Age also recognized the top three U.S. longwall mines. (See Awards, p. 12.) Hal Quinn, president and CEO of the Na- tional Mining Association (NMA), delivered a keynote address that was basically a 180° reversal of the speech he delivered just two years ago (See Dateline Washington, p. 8). His mes- sage was change is happening and more is on the way. This change was clearly evident when Environmental Protection Agency (EPA) Administrator Scott Pruitt visited Cloud Peak Energy's headquarters. Declaring again an end to the "war on coal," he discussed the agency's priorities and steps taken during the first six months. His stated mission is returning the rule of law to the EPA, bringing "a degree of humility" to governance, and demonstrating that environmental stewardship can be achieved without restricting economic growth. "Our country is so rich in resources and so strongly committed to clean air, clean water, and a great environment, that we don't have to make a choice," Pruitt said. "We can have energy-driven growth and strong environmental stewardship." Talk about a 180° reversal. Who would have ever thought an EPA administrator would feel comfortable standing in front of miners on their home turf? Coal Age was not on hand, but according to Cloud Peak, Pruitt also emphasized his commitment to restore the EPA's constructive engagement with all stakeholders and to reinstate the cooperative federalism with states that is embedded in environmental laws. "Industry and states must be partners in our efforts to ensure strong environmen- tal stewardship and we must enforce the law rather than attempt to influence energy markets," Pruitt said. "This agency will not be picking winners and losers." Selecting Cloud Peak Energy as a backdrop for this message was an interest- ing choice. Earlier this year, he appeared at the Harvey mine, which is an eastern U.S. underground coal operator. With this backdrop, Pruitt was addressing the West. Cloud Peak's environmental track record is phenomenal. Among coal operators, it prides itself on being a pure-play Powder River Basin producer, meaning it only op- erates large surface mines in Wyoming. During the "war on coal," they did not side with some operators, who would be classified as climate deniers. Cloud Peak CEO Colin Marshall shared his thoughts with Pruitt on how the coal industry can help the administrator's vision for domestic resources, saying the U.S. should burn abundant, low-cost coal in modern High Efficiency Low Emissions (HELE) ultra-super critical coal plants. "The U.S. should simultaneously develop carbon capture technology for future deployment to meaningfully reduce CO 2 emis- sions when that technology becomes commercially available," Marshall said. Marshall has said this before.
