Paper 1, "The Clean Power Plan (CPP): An Attempt to End Coal-Fired Electricity in the United States" will examine the status of the hotly con- tested plan by the Obama administration as well as what's next. In Paper 2, "The Stream Protection Rule-Potential Impacts to Coal Preparation," Gardner will present the history and also current issues sur- rounding the U.S. Office of Surface Mining's proposed new rule.
