The partner- ship emphasized the proper use of the seat belt while operating mobile equipment. One of the results, Hill said, was the pub- lishing of a report, Seat Belt Use on Mobile Equipment. The report begins with the ba- sics — that mining equipment is designed with a cabin, seat belt and rollover protec- tive structure (ROPS), all of which com- prise a safe zone for the operator. "Equip- ment operators are more likely to survive and sustain less severe injuries from roll- over and tip-over accidents if they remain in the cab properly restrained by the seat belt," Hill said. The report also describes some roles and best practices for each stakeholder to increase the use of seat belts, including mine management, equipment manufac- turers, regulatory agencies and equipment operators. One of the references in the report is the NIOSH Hierarchy of Controls Program, which presents or classifies protections that remove or control the exposures to occupa- tional hazards. "Some of the commons ef- forts to increase the use of seat belts across the mining industry, such as training pro- grams and seat belt policies, are classified in the bottom portion of this hierarchy," Hill said. "These represent the least effec- tive controls. Two categories with respect to seat belts are discussed in this report."
